See below.<\/p>\n<p>So why am I spending valuable time on a Sunday, reporting on all of this? Because it underscores an important point that needs to be made about journalism, particularly as it&#8217;s practiced or<em> malpracticed<\/em> at the local level.<\/p>\n<p>The editor-in-chief of<em> The Independent<\/em>\u00a0is\u00a0<a title=\"Marianne Partridge\" href=\"http:\/\/www.independent.com\/staff\/marianne-partridge\/\"><strong>Marianne Partridge<\/strong><\/a>\u00a0She was once an editor at the legendary\u00a0<em>Village Voice <\/em>in New York<em>,<\/em>\u00a0after which <em>The Indy<\/em> is patterned.<\/p>\n<p>But her SB weekly, which typically covers politics and the arts very well, has a blindspot when it comes to any articles published in<em><strong> The Santa Barbara News-Press,<\/strong> <\/em>which ran <a title=\"2014 DUI series\" href=\"http:\/\/peterlance.com\/wordpress\/?p=4286\"><strong>my five-part series<\/strong><\/a> on the Lois Capps\/DUI scandal back in April of 2014.<\/p>\n<p>That series prompted <strong><a title=\"LAT capps\" href=\"http:\/\/www.latimes.com\/local\/lanow\/la-me-la-probe-capps-aide-20140612-story.html\">an FBI\/DOJ investigation<\/a>\u00a0<\/strong>and a parallel probe by the VA,\u00a0both of which curiously ended as Mrs. Capps geared up for her 2014 re-election which <em>The Independent<\/em> dutifully <strong><a title=\"Indy capps endorsement 2014\" href=\"http:\/\/www.independent.com\/news\/2014\/oct\/16\/endorsements-2014\/\">endorsed<\/a>\u00a0<\/strong>despite <strong><a title=\"unanswered questions\" href=\"http:\/\/peterlance.com\/wordpress\/?p=7064\">the unanswered questions<\/a>.<\/strong><\/p>\n<p>There&#8217;s been a blood feud between<em> The Indy<\/em> and <em>The News-Press<\/em> since 2006 after the NP&#8217;s publisher fired a number of reporters, some of whom later came to write for <em>The Independent<\/em>, including <a title=\"Jerry Roberts Indy bio\" href=\"http:\/\/www.independent.com\/staff\/jerry-roberts\/\"><strong>Jerry Roberts<\/strong><\/a> and <a title=\"Barney Brantingham bio\" href=\"http:\/\/www.independent.com\/staff\/barney-brantingham\/\"><strong>Barney Brantingham.<\/strong><\/a><\/p>\n<p>This is <a title=\"Wiki entry News-Press Indy fight\" href=\"https:\/\/en.wikipedia.org\/wiki\/Santa_Barbara_News-Press_controversy\"><strong>the Wikipedia entry<\/strong><\/a> on that fight which happened years before I ever wrote a word for that daily.<\/p>\n<p><a href=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2016\/12\/pl-Part-Oe-2011-series.png\"><img loading=\"lazy\" class=\"alignleft  wp-image-9867\" title=\"pl Part Oe 2011 series\" src=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2016\/12\/pl-Part-Oe-2011-series.png\" alt=\"\" width=\"304\" height=\"463\" srcset=\"https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2016\/12\/pl-Part-Oe-2011-series.png 422w, https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2016\/12\/pl-Part-Oe-2011-series-196x300.png 196w\" sizes=\"(max-width: 304px) 100vw, 304px\" \/><\/a>I even offered my first major investigative series to the Indy in the spring of 2011. It later became <a title=\"2011 DUI series\" href=\"http:\/\/peterlance.com\/wordpress\/?cat=47\"><strong>a 13 part series<\/strong> <\/a>on police corruption in the Santa Barbara Police Department involving DUI arrests. <em>The Independen<\/em>t turned me down but <em>The News-Press<\/em> had the courage to run it.<\/p>\n<p>I began investigating after I was arrested \u00a0by officer Kasi Beutel of the SBPD on New Year&#8217;s Day 2011 for an alleged .o9 DUI that I didn&#8217;t commit.<\/p>\n<p>In the course of my probe I proved, with the help of my lawyer Darryl Genis, that officer Beutel had perjured herself in my police report and claimed to have witnessed my signature on a blood test waiver that a nationally recognized hand-writing expert concluded had been forged.<\/p>\n<p>After eleven and a half months of hearings which cost the County tens of thousands of dollars, all charges against me were dropped and I was vindicated in the DMV.<\/p>\n<p>That 13 part <em>News-Press<\/em> series led Santa Barbara&#8217;s Civil Grand Jury to <a title=\"Dash Cams\" href=\"http:\/\/peterlance.com\/wordpress\/?p=1792\"><strong>mandate the installation<\/strong><\/a> of Dash Cams in all 28 SBPD patrol units.<\/p>\n<p>A year later when the police had to conduct Field Sobriety Tests honestly, there was a 48% drop in DUI arrests, suggesting that before then they had been <em>framing<\/em> up to half of the suspects arrested for drinking &amp; driving crimes they didn&#8217;t commit.<\/p>\n<p><strong>THE INDY PASSES ON MY 2014 DUI SERIES\u00a0<\/strong><\/p>\n<p>Arguably, given my coverage of police misconduct and the reform it led to, the Liberal <em>Independen<\/em>t\u00a0should have picked up on my reporting in 2014 about the crimes committed by Lois Capps&#8217; staff.<\/p>\n<p>I proved, once again in <em>The News-Press,<\/em> that Mrs. Capps&#8217; office had sought to get its former District Rep.\u00a0<a title=\"DUI 2014 Part II\" href=\"http:\/\/peterlance.com\/wordpress\/?p=3206\"><strong>Raymond Victor Morua III<\/strong><\/a>, out of jail and into a VA treatment facility in the days immediately following his hit-and-run crash at 80 mph which caused the death of 27-year old UCSB double-major <a title=\"Memories of Mallory\" href=\"http:\/\/peterlance.com\/wordpress\/?p=3196\"><strong>Mallory Rae Dies<\/strong><\/a>.<\/p>\n<p>In fact, Mrs. Capps&#8217; District Director <a title=\"Mollie\" href=\"http:\/\/peterlance.com\/wordpress\/?p=4412\"><strong>Mollie Culver,<\/strong><\/a> had gone so far as to <a title=\"Damage Control\" href=\"http:\/\/peterlance.com\/wordpress\/?p=3221\"><strong>forge Raymond Morua&#8217;s signature<\/strong> <\/a>on two VA forms, one of which carried a five-year prison term\u00a0for &#8220;concealing a material fact or making a materially false statement.\u201d<\/p>\n<p>Though I&#8217;d broken that story I didn&#8217;t own it and I was hopeful that other reporters would press Mrs. Capps and her office for the truth.<\/p>\n<p><strong>APPROACHING TYLER HAYDEN<\/strong><\/p>\n<p>So I personally appealed to Tyler Hayden to pick up where I&#8217;d left off and &#8220;advance&#8221; my reporting. That happened during a face-to-face meeting I had with him outside Superior Court on April 15th, 2014, the day of Raymond Morua&#8217;s guilty plea.<\/p>\n<p>He assured me he&#8217;d look into my findings, but he never did.<\/p>\n<p>Worse, he filed a piece in the Indy <em>that very same day<\/em> and\u00a0<strong><a title=\"Hayden full of inaccuracies\" href=\"http:\/\/www.independent.com\/news\/2014\/apr\/15\/morua-pleads-guilty-dui-and-fatal-hit-and-run-char\/\">under his byline<\/a><\/strong>\u00a0he published<strong>\u00a0<\/strong>a false and unsubstantiated claim by Mrs. Capps and her press flak Chris Meagher (an ex-<em>Indy<\/em> reporter) that my series was &#8220;full of inaccuracies.&#8221;<\/p>\n<p>In <a title=\"Capps\" href=\"http:\/\/peterlance.com\/wordpress\/?p=9758\"><strong>a piece on this site<\/strong><\/a> December 9th, following Mrs. Capps&#8217; Farewell Address, I underscored the hypocrisy of <em>The Independent <\/em>in its failure to honestly cover that scandal and\u00a0I updated that piece today<em>.<\/em>\u00a0Apparently stung by the truth, Tyler Hayden, who started as an intern with the Indy in 2009,\u00a0decided to go all &#8220;Trump&#8221; on me via Twitter. \u00a0\u00a0<a href=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2016\/12\/Tyler-Hayden-attack-tweet-12.18.16.png\"><img loading=\"lazy\" class=\"alignright  wp-image-9865\" title=\"Tyler Hayden attack tweet 12.18.16\" src=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2016\/12\/Tyler-Hayden-attack-tweet-12.18.16.png\" alt=\"\" width=\"288\" height=\"379\" srcset=\"https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2016\/12\/Tyler-Hayden-attack-tweet-12.18.16.png 493w, https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2016\/12\/Tyler-Hayden-attack-tweet-12.18.16-227x300.png 227w\" sizes=\"(max-width: 288px) 100vw, 288px\" \/><\/a><\/p>\n<p><strong>WHY DOES THIS MATTER?<\/strong><\/p>\n<p>Again, why should the Twitter rant of a local reporter with<a title=\"Hayden Linkedin\" href=\"https:\/\/www.linkedin.com\/in\/tdhayden?authType=NAME_SEARCH&amp;authToken=CsH-&amp;locale=en_US&amp;srchid=190445471482109262595&amp;srchindex=1&amp;srchtotal=25&amp;trk=vsrp_people_res_name&amp;trkInfo=VSRPsearchId%3A190445471482109262595%2CVSRPtargetId%3A46171421%2CVSRPcmpt%3Aprimary%2CVSRPnm%3Atrue%2CauthType%3ANAME_SEARCH\" target=\"_blank\"><strong> a paper-thin resum\u00e9<\/strong><\/a> matter to me?<\/p>\n<p>Because the myopic vision of <em>The Santa Barbara Independent<\/em> in deciding what <em>is<\/em> or <em>isn&#8217;t<\/em> news, based on a ten-year-old vendetta, is depriving its readers of the kind of aggressive coverage of cops, judges, DA&#8217;s and politicians they deserve.<\/p>\n<p>As I said<a title=\"2014 Part One\" href=\"http:\/\/peterlance.com\/2014_DUI_Part_One_4_13_14.pdf\"><strong> in the open<\/strong><\/a> to the 2014 series I voted for Lois Capps multiple times. I&#8217;m a political Liberal, who never retreated behind the less inflammatory label &#8220;Progressive.&#8221; But I&#8217;m a citizen first and a journalist second and I have devoted my career to investigating waste, corruption and misconduct in government no matter which side of the political aisle it came from.<\/p>\n<p>In<a title=\"pl amazon\" href=\"https:\/\/www.amazon.com\/Peter-Lance\/e\/B001HD1116\/ref=sr_tc_2_0?qid=1482005970&amp;sr=1-2-ent\"><strong> four investigative books<\/strong><\/a> for HarperCollins published between 2003 and 2013 critical of the FBI&#8217;s performance in counter-terrorism and organized crime, I&#8217;ve been equally aggressive in my reporting on the presidencies of Bush 41, Bill Clinton, Bush 43 and Barack Obama.<\/p>\n<p>To me there are no sacred cows and if you look at the homepage of this website, above <a title=\"Lois Capps dynasty ends\" href=\"http:\/\/peterlance.com\/wordpress\/?p=9758\"><strong>the piece I wrote<\/strong><\/a> on the farewell address of uber Liberal Lois Capps, I posted a link to the very <a title=\"Huff Post re Trump\" href=\"http:\/\/www.huffingtonpost.com\/entry\/58533de0e4b06ae7ec2a3d22?timestamp=1481851377502\"><strong>HuffPost<\/strong><\/a> Tyler Hayden decided to start a Twitter riot over.
