That story is documented in this piece for PLAYBOY, <strong><a title=\"Playboy Spy Who Came In\" href=\"http:\/\/peterlance.com\/Peter_Lance_Spy_PLAYBOY.pdf\">&#8220;The Spy Who Came In For The Heat.&#8221;<\/a><\/strong><\/p>\n<p>As far back as March, 2003 <strong>The New York Times<\/strong> described the al-Farooq as\u00a0<a title=\"NYT 3,9.03 al-farooq terror icon.\" href=\"http:\/\/www.nytimes.com\/2003\/03\/09\/nyregion\/brooklyn-mosque-becomes-terror-icon-but-federal-case-is-unclear.html?pagewanted=all&amp;pagewanted=print\">a<\/a><strong><a title=\"NYT 3,9.03 al-farooq terror icon.\" href=\"http:\/\/www.nytimes.com\/2003\/03\/09\/nyregion\/brooklyn-mosque-becomes-terror-icon-but-federal-case-is-unclear.html?pagewanted=all&amp;pagewanted=print\"> &#8220;Terror Icon,&#8221;<\/a><\/strong> after a federal lawsuit cited links between the mosque, a number of Brooklyn businessmen and a Yemeni cleric the Feds said had sent more than $20 million to al Qaeda.<\/p>\n<p><strong>THE NYPD&#8217;S &#8216;MOSQUE CRAWLERS&#8221;<\/strong><\/p>\n<p>But in response to that potential threat the NYPD began a domestic surveillance program unlike anything conducted by a local police department in U.S. history.<\/p>\n<p>The program included paid informants called &#8220;mosque crawlers&#8221; who the intelligence unit ordered to &#8220;bait&#8221; Muslims into making inflammatory statements on jihadism.<\/p>\n<p>In 2012 the AP won a Pulitzer Prize for <strong><a title=\"AP Pulitzer mosque intel unit\" href=\"http:\/\/www.ap.org\/media-center\/nypd\/investigation\">an investigative series<\/a> <\/strong>on the Department&#8217;s secret intelligence unit that had infiltrated the al-Farooq mosque among others in the Tri-State area.<\/p>\n<p>Davin Cohen, the Deputy Police Commission who ran the unit had been a former CIA official,<strong><a title=\"Business Insider\" href=\"http:\/\/www.businessinsider.com\/enemies-within-by-matt-apuzzo-and-adam-goldman-2013-9\"> raising questions<\/a> <\/strong>about whether the Agency was conducting illegal surveillance on the U.S. homeland by using the NYPD as a surrogate.<\/p>\n<p>On April 15th of 2014<strong> <a title=\"NY police end Muslin surveillance program\" href=\"http:\/\/www.vancouverdesi.com\/news\/nridiaspora\/new-york-police-ends-muslim-surveillance-program-that-sparked-outrage\/741620\/\">the A.P. reported<\/a><\/strong> that the unit had been disbanded after coming under fire by community activists who accused the department of abusing civil rights.&#8221;<\/p>\n<p><a title=\"Guardian NYPD unit no leads\" href=\"http:\/\/www.theguardian.com\/world\/2012\/aug\/21\/nypd-secret-muslim-spying-no-leads\"><strong>The Guardian later reported<\/strong> <\/a>that in its six years of operation the so-called &#8220;demographics unit&#8221; didn&#8217;t produce a single actionable terrorism lead.<\/p>\n<p>But in the ongoing struggle between protecting civil liberties and uncovering viable threats to the U.S. homeland, crucial leads were missed, particularly by the FBI.<\/p>\n<p>In\u00a0<a title=\"DWTD Afterword\" href=\"http:\/\/peterlance.com\/wordpress\/?p=3007\"><strong>The Afterword<\/strong> <\/a>to my latest HarperCollins book<a title=\"DWTD amazon\" href=\"http:\/\/www.amazon.com\/Deal-Devil-Secret-Thirty-Year-Relationship-ebook\/dp\/B009NG0SIG\/ref=sr_1_3?ie=UTF8&amp;qid=1418077981&amp;sr=8-3&amp;keywords=%22Deal+With+The+Devil%22\"><strong> &#8220;Deal With The Devil,&#8221;<\/strong> <\/a>\u00a0I document why and\u00a0how it took the Bureau so long to identify and interdict the al Qaeda cell that began metastasizing at the al-Farooq a quarter of a century ago when George Herbert Walker Bush was President.<\/p>\n<p><strong><a href=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2014\/12\/Screen-Shot-2014-12-08-at-3.39.19-PM.png\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-5279\" title=\"Screen Shot 2014-12-08 at 3.39.19 PM\" src=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2014\/12\/Screen-Shot-2014-12-08-at-3.39.19-PM.png\" alt=\"\" width=\"335\" height=\"73\" srcset=\"https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2014\/12\/Screen-Shot-2014-12-08-at-3.39.19-PM.png 335w, https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2014\/12\/Screen-Shot-2014-12-08-at-3.39.19-PM-300x65.png 300w\" sizes=\"(max-width: 335px) 100vw, 335px\" \/><\/a><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><a title=\"Miami Herald Shuk story 12.8.14\" href=\"http:\/\/www.miamiherald.com\/news\/local\/community\/broward\/article4368512.html\"><strong>TERRORIST LEADER KILLED IN PAKISTAN HAD BROWARD BACKGROUND<\/strong><\/a><\/p>\n<p><strong>By Alfonso Chardy and Jay Weaver. MIAMI HERALD December 8th, 2014.<\/strong> A former Broward County college student who slipped out of South Florida just before the 9\/11 terrorist attacks and later rose to the top ranks of al-Qaida was killed by Pakistani soldiers on Saturday.<\/p>\n<p>Adnan El Shukrijumah was killed along with two other militants during a Pakistani Army assault in a mountainous tribal area bordering Afghanistan, the military said in a statement.<\/p>\n<p>Shukrijumah\u2019s death marks the end of a hunt for an elusive figure who came under the scrutiny of the FBI after al-Qaida\u2019s attacks on U.S. soil. He was initially suspected of associating with some of the 9\/11 hijackers while attending his late father\u2019s mosque in Miramar as well as Broward Community College.<\/p>\n<p>The FBI believes Shukrijumah left his family&#8217;s Miramar home weeks before the 9\/11 attack, ostensibly traveling to Trinidad on business to buy sunglasses and children&#8217;s clothes for resale in South Florida flea markets.<\/p>\n<p>Over the next decade, Shukrijumah would grow into a globe-trotting fugitive sought by the FBI as a leading operative for al-Qaida.<\/p>\n<p>As al-Qaida&#8217;s head of external operations, the 39-year-old Shukrijumah occupied a position once held by Sept. 11 mastermind Khalid Sheikh Mohammed. The FBI listed the Saudi-born Shukrijumah as a \u201cmost wanted\u201d terrorist and the U.S. State Department had offered up to a $5 million reward for his capture.<\/p>\n<p>Shukrijumah was also under indictment on charges of directing an alleged suicide-bomb plot in 2009 against the New York City subway system.<\/p>\n<p>For all Shukrijumah&#8217;s reported plotting and globe-trotting, his mother, Zuhrah, maintained that her son was falsely accused of being a terrorist. Asked in July 2011 at her Miramar home whether she had heard from him, she told the Miami Herald: \u201cI don&#8217;t know if he is alive.\u201d<\/p>\n<p>But at some point in the late 1990s, the FBI says Shukrijumah became convinced that he must participate in \u201cjihad,\u201d or holy war, to fight perceived persecution against Muslims in places like Chechnya and Bosnia. He eventually went to a training camp in Afghanistan where he studied the use of weapons, explosives and battle tactics.<\/p>\n<p>U.S. officials warned that Shukrijumah was especially dangerous to the nation because of the time he spent in America. The mystery surrounding his whereabouts \u2014 and whether he played a direct role in 9\/11 \u2014 remained among the key unanswered questions.<\/p>\n<p>\u201cThey are us. They know us intimately,\u201d said Michael Scheuer, a former top analyst in the CIA unit created after 9\/11 to track down al-Qaida founder Osama bin Laden, whom U.S. forces killed May 2, 2011, in a raid on his Pakistan hideout.<\/p>\n<p>Shukrijumah became a leading member and perhaps the head of al-Qaida&#8217;s foreign operations subcommittee, a post that makes decisions on plans and recruitments, Rohan Gunaratna, a terrorism expert and author of the book Inside Al-Qaida: Global Network of Terror, told The Herald in 2011.<\/p>\n<p>\u201cHe has moved up in the ranks because he&#8217;s very clever and because he knows the main target, the United States,\u201d Gunaratna said.<\/p>\n<p>Shukrijumah was born on Aug. 4, 1975, in Saudi Arabia. As the son of two foreigners, he wasn&#8217;t eligible for Saudi citizenship but obtained the citizenship of Guyana, on the northern shoulder of South America, through his father. Three siblings also were born in Saudi Arabia.<\/p>\n<p>Shukrijumah spoke better English than Arabic, apparently because of time he spent in Trinidad, said Sofian Abdelaziz Zakkout, a Miami social worker who met him briefly in 2000 as the head of the American Muslim Association of North America.<\/p>\n<p>He was 20 when the family came to Miramar, and he registered at what was then Broward Community College. School officials said he enrolled under the name Jumah A. El-Chukri \u201cfrom summer 1996 to summer 1998, majoring in chemistry, but not graduating.\u201d<\/p>\n<p>His mother, Zuhrah, said he initially was interested in chemistry but switched to computers because it was an easier subject.<\/p>\n<p>\u201cHe didn&#8217;t have enough knowledge,\u201d she said. \u201cHe would study for one semester and start and stop.\u201d<\/p>\n<p>In between, she added, he traveled to buy flea market items, worked odd jobs in grocery stores and shops, sold used cars and phone cards, and assembled cell phones.<\/p>\n<p>At one point, she said, her son returned to Saudi Arabia for the hajj, the pilgrimage to Mecca required of Muslims at least once in their lives if they can afford it.<\/p>\n<p>Sept. 11 mastermind Khalid Sheik Mohammed first identified Shukrijumah as an al-Qaida operative while under U.S. interrogation after Mohammed&#8217;s capture in Pakistan in 2003, according to widely published reports.<\/p>\n<p>Many contradictory reports have emerged about Shukrijumah.<\/p>\n<p>He was sometimes described as a nuclear technician and commercial airplane pilot. Most of his aliases were variations of the word \u201cThayer,\u201d Arabic for pilot. But there&#8217;s no public evidence that he ever took lessons in flying or nuclear technology.<\/p>\n<p>One U.S. military intelligence analyst assigned to a unit in Afghanistan that tracked \u201chigh value\u201d al-Qaida targets in 2006-07 said that while Shukrijumah&#8217;s name came up in some reports, he \u201cwas not on our top 10 list.\u201d<\/p>\n<p>Yet he was connected to so many alleged plots, and reportedly spotted in so many countries \u2014 Panama, Honduras, Mexico, Trinidad, Canada, Britain, Morocco, Saudi Arabia and Yemen \u2014 that he was called the Elvis Presley of al-Qaida.<\/p>\n<p>While much was known about Shukrijumah, gaps remained. The most crucial: whether he was in contact with the 9\/11 hijackers and pilots. Sixteen of the 19 hijackers lived in or visited South Florida before the attacks.<\/p>\n<p>One U.S. immigration inspector told investigators she was \u201c75 percent sure\u201d she saw Shukrijumah with Mohamed Atta, one of the 9\/11 pilots, and another man at the former Immigration and Naturalization Service building on 79th Street in Miami on May 2, 2001.<\/p>\n<p>According to a 2004 report by the national panel that investigated the 9\/11 attacks, Atta sought to extend the visa of one of his two companions, probably Ziad Jarrah, the pilot of United Airlines Flight 93, which crashed in a Pennsylvania field.<\/p>\n<p>The 9\/11 Commission report noted that \u201cto date\u201d no information had surfaced associating Shukrijumah with the plot, but it didn&#8217;t rule it out, given that he \u201cis considered a well connected al-Qaida operative.\u201d<\/p>\n<p>One of those connections, according to the report, was his father, an imam who testified on behalf of <strong>Sheikh Omar Abdel Rahman<\/strong>, the Egyptian who is serving a life sentence in a U.S. prison for a plot to bomb the United Nations headquarters in New York, along with the Lincoln and Holland tunnels and the George Washington Bridge.<\/p>\n<p>U.S. authorities discovered that plot as a result of investigations into the first attack on the World Trade Center, in 1993. A key plotter in that attack was <strong>Ramzi Yousef<\/strong>, a nephew of <strong>Khalid Sheik Mohammed.<\/strong><\/p>\n<p>Shukrijumah\u2019s father, <strong>Gulshair,<\/strong> served as an imam, or prayer leader, <strong>at al Farooq<\/strong> mosque in Brooklyn, where Rahman once preached. He moved the family to Miramar in 1995, when he became imam of al Hijra Mosque, which then was next door to the family home.<\/p>\n<p>In March 2001, FBI agents deployed an informant to infiltrate the mosque run by Shukrijumah&#8217;s father because they were targeting another Broward Community College who attended, Imran Mandhai.<\/p>\n<p>The informant recorded Mandhai vowing to establish a jihad cell that would target electrical substations, Jewish institutions and a National Guard armory. Mandhai tried to recruit Shukrijumah, but he resisted and declined to join, according to the recordings.<\/p>\n<p>The feds kept their focus on Mandhai and his co-conspirator, Shueyb Mossa Jokhan. After 9\/11, the FBI and federal prosecutors ramped up their investigation and eventually indicted the pair in spring 2002.
