Award winning investigative reporter Peter Lance\u2019s series on the murder and coverup scandal plaguing Congresswoman Lois Capp\u2019s office was published in the Santa Barbara News Press and touted in multiple journalism publications in early May, but primarily ignored in San Luis Obispo County. \u00a0<\/span><\/h1>\n<h1><strong style=\"font-size: 2em;\"><span style=\"font-size: 13px;\">I<\/span><\/strong><strong><span style=\"font-size: 13px;\">n December, Raymond Morua, one of Capp\u2019s representatives, struck and killed Mallory Rae Dies after attending a Christmas party as Capp\u2019s representative. After plowing into Dies, Morua fled the scene at times reaching speeds over 80 mph.\u00a0<\/span><span style=\"font-size: 13px;\">His blood alcohol was .17. After Morua was arrested, Capps\u2019 staffers allegedly forged documents in an attempt to get Morua out of jail and into a rehab center for vets. Capps office responded by retaining legal council for Morua.\u00a0<\/span><\/strong><\/h1>\n<p><a href=\"http:\/\/calcoastnews.com\/2014\/05\/lois-capps-office-murder-and-coverup-scandal\/\"><img loading=\"lazy\" class=\"alignleft  wp-image-3997\" title=\"Screen Shot 2014-05-22 at 8.35.39 PM\" src=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2014\/05\/Screen-Shot-2014-05-22-at-8.35.39-PM.png\" alt=\"\" width=\"134\" height=\"182\" \/><\/a><\/p>\n<p>Even so, \u00a0after Dies was pronounced brain dead and taken off life support, her office did a complete turnabout. The lawyer procured by Capps\u2019 office, suddenly backed out and said he would no longer represent Morua. In addition, her office then claimed that Morua was not authorized to attend the party and\u00a0that he\u00a0may have taken the invitation, he used to enter the party, off another staffer\u2019s desk.
