The City Council on Tuesday approved spending about $208,000 on WatchGuard Video cameras and about $23,000 on camera installation by Global Mounting Solutions Inc.<\/p>\n<p>The council had already budgeted the expenses for fiscal year 2012-13, said Dennis Diaz, police information technology manager.\u00a0Capt. Only limited personnel will be able to access the room, Capt. Whitham told the News-Press.<\/p>\n<p>&#8220;Without the integrity, its meaningless,&#8221; he said. &#8220;Once it&#8217;s downloaded into the system, it can&#8217;t be changed. Once it&#8217;s on (the police server), it&#8217;s very secure.&#8221;<\/p>\n<p>The video is public record, said City Attorney Steve Wiley.<\/p>\n<p>Prompted by the DUI arrest of investigative journalist Peter Lance, the Santa Barbara County Grand Jury released a report in October\u00a02011 calling for all county law enforcement agencies to install video cameras in their patrol vehicles. Lance\u2019s case was dismissed on November 15<sup>th<\/sup>, 2011 and the DMV returned his license in March of 2011.<\/p>\n<p><a href=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/Screen-shot-2012-12-05-at-10.07.19-PM.png\"><img loading=\"lazy\" class=\"alignleft  wp-image-1629\" title=\"Screen shot 2012-12-05 at 10.07.19 PM\" src=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/Screen-shot-2012-12-05-at-10.07.19-PM.png\" alt=\"\" width=\"331\" height=\"205\" srcset=\"https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/Screen-shot-2012-12-05-at-10.07.19-PM.png 567w, https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/Screen-shot-2012-12-05-at-10.07.19-PM-300x185.png 300w\" sizes=\"(max-width: 331px) 100vw, 331px\" \/><\/a>Last year the News-Press published a 13 part series by Lance alleging that Santa Barbara police officer Kasi Beutel had arrested him and a series of other drivers for DUI crimes they did not commit.<\/p>\n<p>The series included allegations that Beutel had manipulated breathalyzers to increase Blood Alcohol Content (BAC) levels, filed a sworn DMV report that she knew to be false, witnessed a series of forged blood test waivers and went into the field with DUI forms in which she had pre-checked up to half the boxes \u2013 evidence of a pre-determined mindset to frame innocent drivers. <a title=\"2011 DUI series\" href=\"http:\/\/peterlance.com\/wordpress\/?p=1210\" target=\"_blank\"><strong>SERIES\u00a0LINK<br \/>\n<\/strong><\/a><br \/>\nLance also reported in that series that The Santa Barbara and Guadalupe police departments are the only agencies in the county without patrol cameras. He followed up with a five-part series in October that included evidence Officer Beutel had planted a bindle of heroin on a female DUI suspect who was being booked in Santa Barbara County Jail. <a title=\"2012 DUI series\" href=\"http:\/\/peterlance.com\/wordpress\/?p=1543\" target=\"_blank\"><strong>SERIES\u00a0LINK<\/strong><\/a><\/p>\n<p>The City, to date, has taken no action against Officer Beutel.<\/p>\n<p>One of the first test video cameras captured the controversial Oct.\u00a021, 2011, DUI arrest of Tony DeNunzio in Loreto Plaza who was Tasered 13 times by SBPD Officer Aaron Tudor. \u00a0Witnesses accused Tudor of using excessive force and the video provided evidence in the case. But Santa Barbara District Attorney Joyce Dudley refused to bring charges against Tudor, who is head of the City&#8217;s Drinking Driver Team.<a href=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/DeNunzio.png\"><img loading=\"lazy\" class=\"alignright  wp-image-1630\" title=\"DeNunzio\" src=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/DeNunzio.png\" alt=\"\" width=\"235\" height=\"218\" \/><\/a><\/p>\n<p>At the Feb.\u00a028 City Council meeting, Police Chief Cam Sanchez told the council the Police Department would select a camera vendor by April\u00a02012.<\/p>\n<p>The department selected WatchGuard in October and should have the cameras installed by the end of February, Mr. Diaz said.<\/p>\n<p>WatchGuard&#8217;s system features forward- and rear-facing cameras, wireless video uploading, high-definition video and audio recording, and easy operation, he said.<\/p>\n<p>&#8220;Some events will not happen in perfect range of the camera,&#8221; but in those cases the HD microphone can record sounds as far as 1,400 feet away, Mr. Diaz said.<\/p>\n<p>The HD video will be able to read license plates as much as\u00a038 feet away, compared to regular video that can read license plates at 15 feet, Mr. Diaz said.<\/p>\n<p>In addition, the video system has event tracking, which can chronologically track police car activity, including the car&#8217;s speed and when lights and sirens are turned on and off, he said.<\/p>\n<p>In the future, the system could stream video from patrol cars directly back to the police station, Mr. Diaz said.<\/p>\n<p>&#8220;We are building this system to retain as much (video footage) as possible,&#8221; he told council.<\/p>\n<p><a href=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/Screen-shot-2012-12-05-at-9.45.14-PM.png\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-1631\" title=\"Screen shot 2012-12-05 at 9.45.14 PM\" src=\"http:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/Screen-shot-2012-12-05-at-9.45.14-PM.png\" alt=\"\" width=\"256\" height=\"345\" srcset=\"https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/Screen-shot-2012-12-05-at-9.45.14-PM.png 256w, https:\/\/peterlance.com\/wordpress\/wp-content\/uploads\/2012\/12\/Screen-shot-2012-12-05-at-9.45.14-PM-222x300.png 222w\" sizes=\"(max-width: 256px) 100vw, 256px\" \/><\/a>The Police Department plans to store video at the police station for about one year. Footage needed for court cases or as evidence will be kept &#8220;forever,&#8221; said Capt. Whitham.<\/p>\n<p>&#8220;Having video on-hand makes it easy for supervisors to review and handle complaints,&#8221; said Sgt. Riley Harwood, spokesman for the Police Department.<\/p>\n<p>This is not the first time the department has used cameras in patrol cars. About half of the department&#8217;s cars had cameras for three to four years starting in 1999, Sgt. Harwood said.<\/p>\n<p>&#8220;Ultimately it was not a system we were able to maintain,&#8221; he told the News-Press. &#8220;The issue really has been money that&#8217;s kept us from having them (cameras).&#8221;<\/p>\n<p>After the department installs the new system, it will most likely hire another full-time employee to help maintain camera hardware and process evidence requests, Mr. Diaz said.<\/p>\n<p>Police motorcycles may get cameras in the future, Capt.
